TNIC 2026: Portugal's New Citizenship Integration Test and What It Means for Your CIPLE Exam

February 13, 2026
Updated September 30, 2026

Portuguese citizenship rules changed on 19 May 2026, when Lei Orgânica 1/2026 entered into force. Besides a longer residence clock, it adds a requirement that goes beyond language: knowledge of Portuguese culture, history and civic life. Prep sites and forums often call the expected test the TNIC — Teste Nacional de Integração e Cidadania; the law itself describes a knowledge requirement.

If you are planning a citizenship application, here is what is confirmed, what still depends on regulation, and why CIPLE A2 remains the language proof that works today.

What Is the TNIC and Why Did Portugal Add It?

The TNIC label refers to the expected assessment of Portuguese history, culture, national symbols, civic rights and duties and the political organisation of the state. Comparable tests elsewhere include Germany's Einbürgerungstest and Spain's CCSE.

Lei Orgânica 1/2026 keeps the A2 Portuguese requirement (nationals of Portuguese-speaking countries are presumed to know the language) and adds knowledge of Portuguese culture, history, national symbols, fundamental rights and duties, and the political organisation of the state. How that knowledge is proven is left to the implementing regulation.

The political logic stated during the parliamentary debate was that citizenship should reflect a genuine connection to the country, not only years of physical presence.

The knowledge requirement is therefore not just an administrative hurdle. It reflects a shift in what Portuguese authorities consider sufficient evidence of integration. Language alone — what the CIPLE A2 measures — is no longer enough on its own. Knowledge of culture, history and civic life was added to the bar.

What We Know, and What We Don't

As of September 2026, the picture is this:

What is law: Lei Orgânica 1/2026 was published in the Diário da República on 18 May 2026 and entered into force on 19 May 2026.

What is still pending: the regulation that sets how the knowledge requirement is assessed — format, pass mark and when the assessment starts.

What the new law changed:

  • Residence requirement: 10 years for most applicants (7 years for EU and CPLP nationals)
  • Residence is counted from the issue of the first residence permit — time spent waiting for approval no longer counts
  • A knowledge requirement on culture, history, national symbols, rights and duties and political organisation, on top of the language requirement
  • Criminal record checks become stricter, with individual assessment for proportionality

Critically: applications already pending on 19 May 2026 follow the previous law — the 5-year rule and the language-only requirement.

Why CIPLE A2 Still Matters

The new law is in force. For new applications, CIPLE A2 covers the Portuguese-language part, and the knowledge requirement comes on top of it.

What that means in practice:

If your application was pending on 19 May 2026 — it stays under the prior rules. That means:

  • A language requirement satisfied by CIPLE A2 (or a qualifying PLA course) alone, with no civic-knowledge requirement
  • A 5-year residency period, not 10
  • Your waiting time at AIMA still counting toward that period

If you are preparing a new application, the CIPLE A2 certificate is still the document that proves your Portuguese. It does not expire, so clearing it early removes one item from the list while you wait for the knowledge-assessment regulation.

If you had not filed by 18 May 2026 — the new law applies: 10 years of legal residence (7 for EU and CPLP nationals), counted from the issue of your permit, plus the language requirement and the new knowledge requirement.

What the Knowledge Requirement Covers

The law names the topics; the regulation will set the format. Here is how the requirements fit together:

Portuguese language — still a separate A2 requirement. Today it is proven with CIPLE A2 or a qualifying PLA course; nationals of Portuguese-speaking countries are presumed to know the language.

Portuguese history — key events, periods and figures. Portugal has not published a test format; civic tests elsewhere (Spain's CCSE, Germany's Einbürgerungstest) use multiple-choice questions, but that is not confirmed for Portugal.

Culture and national symbols — Portuguese culture and the national symbols named in the law.

Rights, duties and political organisation — the fundamental rights and duties of citizens and how the Portuguese state is organised.

The requirement is law, but the format, pass mark and start date of the assessment depend on the implementing regulation. Watch the Diário da República and IRN for it — commercial prep sites that use the TNIC name are not official sources.

Want a feel for the civic side before anything official ships? We published 30-question TNIC civic practice model — history, culture, institutions, and values in multiple-choice format, clearly labelled as editorial practice, not CAPLE or TNIC official material.

What to Do Now

The language requirement is known, manageable and well supported by preparation materials. The knowledge requirement stays less defined until the regulation is published.

Clearing CIPLE A2 now covers the Portuguese-language part of your application, whatever format the knowledge assessment ends up taking.

CIPLE seats at popular centres still fill quickly, so check your LAPE's next session early. For background on the earlier residence-clock change, see how the 2024 reform changed the clock.

Frequently Asked Questions

Is the TNIC already in effect? The knowledge requirement is law since 19 May 2026 (Lei Orgânica 1/2026). The assessment itself still depends on a regulation that sets its format. Applications pending on 19 May 2026 follow the old law.

Does passing CIPLE A2 exempt me from the knowledge requirement? No. CIPLE A2 proves the Portuguese-language part; the knowledge requirement is separate for applications under the new law. Applications pending on 19 May 2026 follow the old, language-only rule. Consult a qualified immigration lawyer for advice specific to your situation.

Will CIPLE A2 still be accepted under the new law? Yes. The new law keeps the A2 language requirement, and CIPLE A2 is one accepted way to prove it. The knowledge requirement is added on top; it does not replace the language proof.

What does the knowledge requirement cover? The law lists Portuguese culture, history, national symbols, fundamental rights and duties, and the political organisation of the state — comparable in scope to Spain's CCSE or Germany's Einbürgerungstest.

Where can I follow official updates? The implementing regulation will be published in the Diário da República (diariodarepublica.pt), and IRN applies it to nationality applications. Commercial sites that use the TNIC name are not official sources.

Last updated September 2026: Lei Orgânica 1/2026 is in force; the format of the knowledge assessment is still pending. Always verify current requirements with IRN (Conservatória dos Registos Centrais) or a qualified Portuguese immigration lawyer before submitting a naturalisation application.
